The Governor's opinion in paragraphs
15-17 of this despatch may, I think, be accepted
as a fair judgment on the responsibility for
this most unsatisfactory affair. I notice,
however, that the Governor does not refer to
the Shroff in this connection, and I must
admit that in view of the comprehensive charges
framed against him I find it difficult to
understand the decision of acquittal reached by
the departmental enquiry.
With regard to the figures given in
paragraph 11 of the despatch I have had infor-
mation from the Auditor that the amount advanced
against the default by the Auctioneering and
Brokerage Co: was $28,173.52 as against
$20,354.55 due to the Company for the upkeep
of the SS.Ling Nam, leaving a deficit of
$7,818.97.
Also, I learn from the Auditor that he
is not wholly satisfied with the revised system
of accounting which has now been introduced
(paragraph 3 of despatch) and which, it appears,
is not entirely that which was suggested by the
Committee. I have, however, instructed the
Auditor to watch the situation carefully and to
report to the Government, and to me, any apparent
defects in the new system.
